There seems to be a common viewpoint that people in some way own the road outside their house - they don't. Of course some properties need on-road residential parking bays, but where properties have off-road parking, I think the assumption should be that the road should be available for people to park in for free, as long as it does not impede traffic flow or cause safety issues. However the council does not seem to think this way. Many European towns have one lane down the high street given over to parking,I don't see why this should be a problem (if necessary you could even make a one-way system which would mean you only need one lane for traffic, most through traffic uses Albert Street or Elvetham road anyway).
